Public Hearing Regarding 2008-2009 Budget Amendment
Followed by the Regular Council Meeting
December 8, 2008 at 7:30 pm
Present: Pracht, Hendricks, Weuve, Riddle Absent: Damgaard
Mayor Taylor opened the public hearing regarding the 2008-2009 Budget Amendment at 7:33 PM. No one from the public was present. Hendricks made a motion to close the hearing at 7:34 PM, seconded by Riddle – 4 ayes.
Mayor Taylor called the meeting to order at 7:34 PM.
Hendricks made a motion to approve the agenda, seconded by Riddle – 4 ayes.
No one from the Public was present. Brief discuss was led by Pracht regarding Employee Christmas Bonus. It was discussed that Christmas Bonus’ for employees are likely to be a violation of State and City Code, therefore no bonus are awarded.
Hendricks made a motion to approve the Cemetery Spring 2009 Weed Spray Proposal from Struyk Lawn Care and to contact the Carson Township to request additional Cemetery Maintenance Funds, seconded by Pracht – 4 ayes.
Riddle made a motion to approve Ron Stillinger’s request to carryover vacation time into 2009 with the stipulation that he is to use it up as soon as possible, seconded by Weuve – 4 ayes.
Hendricks made a motion to approve the Pottawattamie County GIS Agreement at no cost, seconded by Weuve – 4 ayes.
Riddle made a motion to approve Boys Town Representatives to use the Community Building for Riverside area children visitations on Tuesday evenings at no cost, seconded by Hendricks – 4 ayes.
Hendricks stated that there was no need to give further consideration to the Kremkowski Free of Charge Community Center Benefit Request because they would be using the Carson Methodist Church.
Hendricks made a motion to approve Resolution 2008-27 (Approve 08/09 Budget Amendment), seconded by Pracht – Roll Call 4 ayes: Hendricks, Pracht, Weuve, Riddle. Motion carried.
Riddle made a motion to approve Resolution 2008-28 (Accept Annual Audit Proposal from Schroer Associates), seconded by Hendricks – Roll Call 4 ayes: Hendricks, Pracht, Weuve, Riddle. Motion carried.
Hendricks made a motion to approve the 2nd Reading of Ordinance 194 (Swimming Pool Permit), seconded by Weuve – Roll Call 4 ayes: Hendricks, Pracht, Weuve, Riddle. Motion carried.
Hendricks made a motion to select the Carson Vet Clinic, Doc Ed Chevalier for the 2009 Annual City Pet Clinic on 1/24/09, seconded by Riddle – 3 ayes: Hendricks, Riddle, Weuve. 1 nay: Pracht. Motion carried. Pracht stated he would like to see the City alternate between Carson and Oakland Vets for the clinic every other year.
Riddle made a motion to approve Resolution 2008-29 (Approve Snyder Associates Engineer Services Agreement for Tibbles Roadway Centerline), seconded by Hendricks – Roll Call 4 ayes: Hendricks, Pracht, Weuve, Riddle. Motion Carried.
Hendricks made a motion to approve Resolution 2008-30 (Approve Annual Depository Agreement with Rolling Hills Bank & Trust), seconded by Pracht – 4 ayes: Hendricks, Pracht, Weuve, Riddle. Motion carried.
Pracht made a motion to approve the consent agenda, seconded by Riddle – 4 ayes. The Consent agenda consisted of: November 10, 2008 Minutes, December Bills, Utility Report, Overtime Report, Comm Center Reports, Fire Dept Report, Clerk & Treasurer Reports.
Hendricks made a motion to approve the Municipal Infraction Report, seconded by Pracht. 3 ayes: Hendricks, Pracht, Weuve. 1 abstain: Riddle. Motion carried.
Hendricks made a motion to adjourn at 8:03 PM, seconded by Weuve – 4 ayes.
