Special City Council Meeting

August 1, 2008

Mayor Taylor called the Special Meeting to Order at 10:00 AM. 
Pracht made a motion to approve the agenda, seconded by Hendricks – 4 ayes. 
Present: Damgaard, Hendricks, Pracht, Riddle.  Absent: Weuve
Public were present.  Rick and Jake Sternberg presented their concerns regarding a letter they received from the City pertaining to City Ordinances and their trucks and the City streets.  Lengthy discussion was held. 
Riddle made a motion to approve Orien Hodges, Santa’s Village – Request for Temporary Use of City Property Permit (Hydrant Party During Rodeo Weekend), seconded by Pracht – 4 ayes. 
Hendricks made a motion to approve the $1,290 Fulton Steamer Carpet Cleaning and Tile Cleaning Bid for the Community Center, seconded by Riddle – 3 ayes:  Hendricks, Riddle, Damgaard. 1 nay: Pracht.  Motion carried.
Hendricks made a motion to approve the first reading of Ordinance 193 (Amend Dangerous Building Code) per city attorney’s recommendation – 1st Reading, seconded by Damgaard – 4 ayes: Hendricks, Damgaard, Pracht, Riddle. 
Brief discussion was held regarding Golf Cart City Ordinance.  No action was taken.
Discussion was held regarding City Code on Vicious Animals and other towns Pit Bull Bans.  No action was taken. 
Hendricks made a motion to approve establishing a $200 Special City Council Meeting Fee for Requestors of Special Council meetings when the requestor is negligent for making their request in a timely matter, seconded by Damgaard – 3 ayes:  Riddle, Damgaard, Hendricks.  1 nay: Pracht.  Motion carried. 
Riddle made a motion to approve the City Clerk to expend funds for City Open House Promotional Items not to exceed $200, seconded by Pracht – 4 ayes.  The City Open House will be at the Community Center and Fire Station on Saturday, September 13, 2008 from 9 AM-Noon.  The first ever Open House Event is to serve as an opportunity for the citizen’s to interact with their local government officials, explore the functions of the water and sewer treatment plants, tours of city facilities including water/sewer plants, visit with local law enforcement, learn about City budgets and how taxes work, and how residents and youth can become involved with their community. 
Hendricks made a motion to adjourn the meeting at 10:41 AM, seconded by Damgaard – 4 ayes.
