| City of Carson Regular City Council Meeting Present: Damgaard, Hendricks, Pracht, Riddle Absent: Sick Mayor Taylor called the meeting to order at 7:30 PM. Hendricks made a motion to approve the agenda, seconded by Pracht – 4 ayes. Public was present and no comments were made. Mr. Schriber of 222 N Central Street was present to request a one time credit for high water bill. Discussion was held regarding plumbing at the property and the water meter. Damgaard made a motion to give a one time average water bill credit to the Schribers (no further credits to be given during the next 24 months), seconded by Pracht – 4 ayes. Hendricks made a motion to renew the garbage hauler contract with Matt Mills Trash Service for 3 more years, seconded by Pracht – 4 ayes. Pat Hall of Snyder & Associates presented engineering on the Rodeo Drive Drainage Project. Resolutions to approve project will be on the December Agenda. Damgaard made a motion to approve Carley Construction Pay Request No. 1 for Lewis/Lariviere Subdivision Paving & Storm Sewer, seconded by Hendricks – 4 ayes. Damgaard made a motion to approve Change Order No. 5 CL Carroll Waste Water Treatment Plant, seconded by Hendricks – 4 ayes. Hendricks made a motion to approve CL Carroll Waste Water Treatment Plant Pay Request No. 7, seconded by Riddle – 4 ayes. Fire Department Report October 2006: 1 Fire Mutual Aid Call (Treynor), 2 Fire Calls. Discussion was held regarding the City Sponsored 1 st Annual Fire Department Appreciation Dinner. Hendricks made a motion to approve Housing Rehab Pay Requests, seconded by Damgaard – 4 ayes. Riddle made a motion to accept Lyndon Taylor's bid on behalf of Habitat for Humanity for City Owned property located at 212 North Locust Street, seconded by Pracht – 4 ayes. Hendricks made a motion to accept Ann Cody's bid on the City Owned Vacant Lot Located at the Southeast Corner of Washington & South Dye Street Intersection, seconded by Pracht – 4 ayes. Maintenance Reports were given on Water Well Wiring, WWTP Project, and winterization of the park. Council reviewed the Water Pumped vs. Gallons Billed Report. The Mayor stated that old meters should be changed out on a regular basis and water auditing needs to be done. Riddle made a motion to table further discussion and consideration regarding Water Rates, seconded by Pracht – 4 ayes. Hendricks made a motion to approve the 2 nd Reading of Ordinance 181 (Amend Sewer Service Charges), seconded by Damgaard – 4 ayes. Hendricks made a motion to approve Resolution 2006-79 (Approve Closing Community Center Checking Account & Payment on Grant Anticipation Loan Note), seconded by Damgaard – 4 ayes. Hendricks made a motion to approve the tile floor sealing proposal for the Community Center vinyl flooring, seconded by Pracht – 4 ayes. Hendricks made a motion to amend his previous motion to approve treating, cleaning, sealing all tile flooring in the building seconded by Pracht – 4 ayes. Hendricks made a motion to approve Resolution 2006-80 (Approve Annual Depository Agreement: Rolling Hills Bank & Trust) seconded by Pracht – 4 ayes. Riddle made a motion to approve Resolution 2006-81 (Authorize Partnership and Application to 2007 Iowa Housing Fund Program for Homeownership Assistance Program), seconded by Hendricks – 4 ayes. Damgaard made a motion to approve Resolution 2006-82 (Approve Contract with Ward Luke Construction for Tibbles Subdivision Phase I Sanitary Sewer), seconded by Riddle – 4 ayes. Damgaard made a motion to approve Mayor Lyndon Taylor as the signature authority for CRP Strip in the Carson Prairie Preserve, seconded by Hendricks – 4 ayes. Hendricks made a motion to approve the consent agenda, seconded Riddle – 4 ayes. The consent agenda consisted of October 9 & 30, 2006 Minutes, November Bills, Utility Report, Overtime Report, Municipal Infraction Report, Community Center Reports, Sheriff's Report, and City Clerk & Treasurer Reports. Riddle informed Council that the Carson Boy Scout Troop would like to camp out in the Carson Prairie Preserve. The Mayor stated that would be fine but they were not allowed to burn any fires in the preserve. Hendricks made a motion to adjourn at 9:10 PM, seconded by Riddle – 4 ayes.
