Special City Council Meeting

October 15, 2007

Present: Damgaard, Pracht, Hendricks, Riddle. Absent: Mayor Taylor. 1 - Vacancy.

Mayor Pro-Tem Damgaard opened the public hearing regarding the authorization and issuance of not to exceed $150,000 Water Revenue Capital Loan Notes. Public Present and no comments were made. Hendricks made a motion to close the public hearing at 7:32 PM, seconded by Riddle – 4 ayes.

Mayor Pro-Tem Damgaard called the special meeting to order at 7:32 PM, seconded by Pracht – 4 ayes.

Public were present and no comments were made.

Riddle made a motion to approve Ordinance 188 (Amend Water Service Charges-2 nd Reading ) , seconded by Hendricks – 4 ayes. City Clerk was directed to publish the information on the Ordinance 1-time in the newspaper. City Clerk also stated that she had posted the information around town to notify the public.

Hendricks made a motion to approve Resolution 2007-49 (Fixing Date for a Meeting on the Proposition to Authorize a Loan Agreement and the Issuance of Notes to Evidence the Obligations of the City There under) , seconded by Riddle – 4 ayes. The purpose of this resolution is set forth proceedings to refund the 2007 Community Center Loan Note, Refund the 1998 Water Tower GO Note, and provide new money for sewer main construction. The purpose of doing so will save the community approximately $20,000 over the life of the note.

Hendricks made a motion to approve Resolution 2007-50 (Instituting Proceedings to Take Additional Action for the Authorization of Loan Agreement and the Issuance of Not to Exceed $150,000 Water Revenue Capital Loan Notes), seconded by Riddle – 4 ayes.

Hendricks made a motion to direct the City Clerk to publish Notice of Council's intent to appoint to fill Council Seat Vacancy on 10/29/07 at the Special Council Meeting, seconded by Pracht – 4 ayes.

City Clerk stated that there had not been a bid received for Rodeo Drive Partial Pavement Project by Rolling Hills Bank.

Council reviewed the 2006-2007 Annual Audit Report.

Hendricks made a motion to adjourn the meeting at 7:45 PM, seconded by Riddle – 4 ayes.
