| City of Carson Special City Council Meeting August 29, 2005
Present: Riddle, Sick, Miller, Hendricks, Damgaard Mayor Taylor called the meeting to order at 7:30 PM. Hendricks made a motion to approve the agenda, seconded by Sick – 5 ayes. No one from the public was present. Hendricks made a motion to approve Resolution 2005-64 (Accept/Approve Agreement for use of Highway Right of Way for Utilities Accommodation: Electrical to Tibbles Subdivision – MidAmerican Energy), seconded by Damgaard – 5 ayes. Harold Fairbairn of Snyder and Associates was present to discuss the Waste Water Treatment Plant (WWTP) Improvement Project. Fairbairn stated that the project has been in process for the past 5 years. Mayor Taylor stated that the DNR Mandates require that we complete the project in the very near future. Fairbairn stated that the City has been approved for two CDBG Grants and a SRF Loan to fund the project. The project cost has doubled since the project was started 5 years ago. Fairbairn stated that in May 2005 he requested an extension from DNR to allow for enough time to complete the project, but as of yet he has not heard a response back from them. Mayor Taylor stated that we use the $1 million in available funding to complete as much of the project as possible in order to be in compliance with DNR’s regulations. Damgaard made a motion to instruct Harold Fairbairn of Snyder and Associates to go back to the drawing board for the WWTP improvements and try to keep the project budget within the $1 million available to satisfy DNR’s requirements, seconded by Hendricks – 5 ayes. Richard Heininger, City Attorney was present to discuss the City property at 224 South Mildred. The Council reviewed the attorney’s opinion. Heininger recommended that the City give Morgan’s a deadline of the end of September to remove their belongings from the property at 224 S. Mildred. Heininger recommended that the City have Morgan’s sign a release form before they enter the property. No action was taken. The Council will discuss this issue further at the September 12, 2005 meeting. Discussion was held regarding the Rules and Regulations governing the City of Carson Home Raffle. Council instructed Heininger to make revisions to the regulations. Council will consider the revised Rules and Regulations of the Carson Home Raffle at the September 12, 2005 meeting. Miller made a motion to adjourn at 9:04 PM, seconded by Sick – 5 ayes.
