Special City Council Meeting

July 18, 2007

Present: Damgaard, Riddle, Pracht, Hendricks Absent: McClain

Mayor Taylor called the special meeting to order at 10:01 AM.

Hendricks made a motion to approve the agenda, seconded by Pracht – 4 ayes.

Public was present no comments were made.

Discussion was held regarding how the City would proceed with financing the water, sewer, and paving costs in the Tibbles Subdivision. The following individuals were present: Carroll Tibbles (Subdivision Developer), Mark Cory (City Bond Attorney), and Melvyn Houser ( County Supervisor ). Mark Cory presented several options for the City to finance the project. Mark Cory stated the City's debt limitation is an issue and recommended that the City should retain the $200,000 of the City's debt capacity in case of emergency. Cory stated the City could issue revenue bonds to cover the water and sewer portion of the improvements in the subdivision. Mayor Taylor stated the water and sewer may cost approximately $300,000-400,000, and the paving may cost $500,000-600,000. Mark Cory recommended the 3 following suggestions to finance the project: 1) Issue a TIF Revenue Annual Appropriation 2) City proceeds with a TIF Revenue Financing with the County and require a Minimum Assessment on the Subdivision Property 3) The Developer has a Bank on board with the project and the City proceeds with a TIF Revenue Finance with the County.

Mark Cory also suggested that the City consider extending the Tibbles Subdivision TIF District for a 5 year period. Discussion was held. Carroll Tibbles stated his main concern at this time was to get the water and sewer installed so that the electric and phone company's can proceed. Mark Cory suggested that the City have an engineer provide a firm rate study to cover the water and sewer payments on a note for the subdivision, and at the time of issuing a revenue note refinance the water tower note to free up more of the City's bonding capacity, have a CPA prepare a parity statement for the sewer rates, and in the meanwhile work with the developer to come to an agreement on how to proceed with the paving of the streets in the subdivision. Melvyn Houser suggested that the City consider presenting the subdivision as a low impact development. Mark Cory suggested that the City contact John Geist with Ruan Securities for financial advice on the project and TIF Fund Analysis.

Hendricks made a motion to approve the Carson Business Club Permit for Temporary Use of Public Property for a street dance on 8/3/07, seconded by Pracht – 4 ayes.

Damgaard made a motion to approve the Iowa Waste Systems Agreement, seconded by Riddle – 4 ayes.

Ron Stillinger gave reports on water conditions. Stillinger stated that the well levels have lowered and the water usage in town has gone up. Riddle made a motion to approve a Water Watch Conditions in the City of Carson , seconded by Damgaard – 4 ayes. City Clerk will advertise information on Water Watch Conditions to notify the public.

Hendricks made a motion to accept the proposal from Cody Forristall $550, for correcting drainage situation at 622 French Street , seconded by Riddle – 4 ayes.

Hendricks made a motion to adjourn the meeting at 11:24 AM, seconded by Damgaard – 4 ayes.
